Sheriff Fletcher was appointed as a sheriff in 1994 having served for 18 months as a temporary sheriff. He served in Dumfries for 6 years, Edinburgh for 6 months and Perth since March 2000. he was educated at High School of Dundee and then University of St Andrews (LLB) He served his apprenticeship as a solicitor in Kirk Mackie and Elliot Solicitors in Edinburgh and returned to Dundee where he became a partner in Ross Strachan & Co until 1984 when he moved to Hendry and Fenton which became the firm of Miller Hendry.
From 1974 until 1994 he was a part time lecturer in Civil and Criminal Procedure at the University of Dundee. He has been a member of the Council of the Sheriffs’ Association and was Vice President from May 2007 until May 2009 and is currently the President. He is a member of the Sheriff Court Rules Council and has been the Editor of Scottish Civil Law Reports since 1999 and is the co-author of the book Delictual Damages. He has taken part as facilitator and lecturer in various Judicial seminars and courses including training of Justices. He is currently shrieval member of Tayside Central and Fife Justices Training Committee.
He is married with two sons and four grandchildren.. His hobbies are gardening, music, theatre and fine wine.
